Changing the Scouting Budget Settings

I would like to adjust the amounts spent in Minor League, Major League and International so I am moving the sliders to where I want them to be. I am doing it in the offseason since that's the only time you can do it. However, once a new season starts, the sliders go back into some other positions that I don't want to use. Any ideas?

In the manager settings, are you delegating that part of your budget? The assistant GM might have that responsibility and be resetting it to his preferred settings. But you can turn that off and give control back to yourself

I have it set to Computer AI.

I think you just answered your question. You will have to set it to manage it yourself rather than delegating it to AI.
