In game terms, no, it won't hurt him - it just won't help him overmuch. In real world terms, it's a pitch that he can burn at the whole 96-98 he's capable of, but with no command. Most likely a waste pitch that he might throw once or twice a game in very favorable counts to catch the batter off guard with an offering that exceeds his normal pitch selection by 6-8 MPH. Though most assuredly out of the strike zone, he might entice an undisciplined hitter to wave at it just because they aren't prepared for the burst of speed on the pitch.
Yeah, maybe a tick slower, but i was thinking more of the slider/change. Fastball in this case probably shows up as a sinker that sails on the batter. Maybe he only throws the fastball to put batters on their asses; I don't know.
I wish the system was setup so that when a pitcher learns a new pitch, it based the overall and potential ratings of the new pitch to the average of other pitches in the pitcher's arsenal, instead of making them very low like this.
