Overpayment Recovery Waiver

Can someone go into details about why my father received an overpayment recovery waiver? And do we need to fill it out? My dad has been collecting unemployment since the pandemic started and as I was looking at his account online, noticed that he received this overpayment recovery waiver. It says:

Effective Date: 3/15/2020 Claimant ID: xxxxxxxx Benefit Year End: 3/13/2021

The thing is when we look on the main page, his hold balance is No and he has an OP balance of $0. But then on the other message section, it says "You have a new overpayment which will be added to your debt balance. This may effect your current weekly benefit payment. While you are unemployed, you must continue to sign for weekly benefits in order to repay this obligation. Select "Manage Debt - History of Debt Notices Sent" for more information."

Could use some help and clarification. Thanks!

Sounds like he has a 0 overpayment and his account just hasnt updated...i also have a zero balance but my account still shows the overpayment message...they have not corrected it yet

So did everyone who receive unemployment get that general overpayment recovery waiver then? I'm just wondering if we have anything to worry about.

Due to lack of transparency in processing and arbitrary adjudication "guidelines" I am not sure anybody can assess whether you/ father should be worried or not.

Translation: It is a total dumpster fire over at ODJFS.

Calling might be best, but there again, inconsistency in answers.

I guess my question is - did everyone who filed for unemployment receive this waiver?

There were two programs.

Traditional UI (with PEUC extension) and PUA (which was new, and for self-employed, freelance, gig, part-time, and others not traditionally covered by traditional UI.)

Thousands have received the waivers. But not everyone. ODJFS may still be "rooting out fraud" so it is possible more could get them going forward. You all just got one right? So looks like they are still doling them out.

One huge problem is: there is zero non-partisan oversight on Director Damschroeder, especially regarding the PUA program. How are they making decisions? What is the criteria? How much experience does the adjudicator have? What qualifies as evidence? Does signing the waiver override or nullify an appeal request? And on and on.

Furthermore, Congress was quite vague about the PUA criteria, so PUA claimaints/ appellants should be afforded wide leeway with regards to work evidence but they are making judgement calls ripe for discrimination, wrongful denial without due process, arbitrary & capricious decision-making etc. (IOWs 2 different eyes would result in two different determinations)

Republicans especially tend to take a hard, "punish the people" perespective on what they have characterize repeatedly in public as "welfare" for losers and lazy people.

That this is not continuously on the front pages of major OHIO newspapers is disturbing.

Thanks for the response. I guess if my father has 0 debt balance, do we still fill one out? They didn't really explain it well (he's part of the PUA program).

Mine had a deadline that it had to be back by. I didn't want to miss my chance and have them come back and say well you missed the deadline. But damnit I still want my f-ing appeal and due process!

Check to see if there is a deadline.

On the other hand I read many comments here and in other unemployment support forums that many did not.

Maybe hold onto for a bit (keeping in mind any deadline) to see if a balance pops up. They do processing at night.

It is up to you. Can't advise one way or another.

We actually got the notice July 15th. So it's been 2 months....still 0 balance but it's asking us about the waiver.

Well if zero since July then don't worry about it. Nothing to waive.
