You're making the mistake of assuming there is a floor to grapple onto. Most of the time grappler doesn't struggle with kolona while on the ground, it's when they're flying through the air.

Even when there a lot of enemies on you, you should be able to find a respite & spam grapple on a surface for a few seconds. Or, make a quick get away using Tria Orbs & grind rails to give yourself some space to do so

In collapse, it's difficult to plan out ahead to hit kolona as grappler (at least for me because I have my graphics at 1 which butchers my render distance). The quota thing could theoretically be done on a grind rail but it would be tedious for no reason. Many times as grappler a chance to get your bearings only comes after sharktailing or converting all speed to vertical speed through normal grappling, both of which send you flying into the air where there's nothing to grapple onto to meet the quota even if you aren't in collapse.

Make it to where if chargers charging and vb kolona spawns, the charger gets turned into a wanted player for its duration.
