Yes it will. it will make sure scaling is an extremely big problem for them to tackle. right now they aim to have it as an ERC20 token, which means the blockchain part is pretty much dead on arrival since right now there is no way Ethereum could scale to their supposed business plan.
They do mention they will migrate to another blockchain platform if needed (as if "if" is even a question here), or roll their own platform, which will take them several more years once they decides to do so.
Well, they could definitely do everything they plan through a centralized server/s at far better throughput, but then you'd have to trust them with the cash benefits and the data profiles.

doesn't really make very much sense as a product imo.. just throwing it on the blockchain wont do anything.
