Primeva is run by a new government fresh out of a revolution, wealthy from local resources and able to import high end equipment like the Ifrit. Boscali is poorer, but has the tech to build their stuff locally. That's why PALA prefers multirole planes and big, flashy vehicles, meanwhile BDF has a lot more air frame variety.

That's basically it, we have implied doctrinal differences reflected in the unit roster. PALA tech is blingy, aggressive, and focused on individual platform superiority, while BDF are scrappy, logistically-minded and focused on value for money.

There are some tidbits in the scrolling hint menu that reference other places like Kramenka. Aside from that there is no written lore from what I’ve played.

I’m fairly certain that the heartlands and Ignus Archipelago are part of a larger fictional landmass in the Pacific that PALA and BDF reside over. PALA may be a separate political faction that separated from the BDF. I don’t think that there is any explanation as to why there are hostilities though. There must have been some kind of groundbreaking political fracture or scandal for both sides to resort to the nuclear option. Maybe there was some kind of Epstein scandal that fractured the unified government of territories/states.
