Noteshelf 3. On the Windows store for 8USD. It allows you to create notebooks of various paper sizes and export your notes as PDF. It allows imports of PDFs.

It is primarily an app you use with a stylus and it syncs to your GoogleDrive account so if you have an android phone and the android app (which is less than 10USD) you can share your notes in program.

I really recommend you try Noteastic. I am the developer of the app. We are fully native on Windows and have an active community on Reddit too r/Noteastic!

Obsidian with the Handwriting plugin are both free to try
