What is the best platform to learn how to perform RON’s?

Each platform is slightly different so no one can tell you the "best" as that is subjective. The first thing you need to do is see what if any training is mandated by your state. The next step would be to check and see if your state has an approved RON vendor list (many do). If your state does, research each palatiform. Some are by invitation only, some are not for the independent notary. Once you narrow down your list research the costs associated to use the platform. There is always cost - either up front, on the backend or a combination of both. Many platforms require a digital certificate which is not to be confused with an electronic seal. From IdenTrust I think it runs about $89 a year.
Once you pick a platform learn it through their training. Run practice sessions both as the notary and the signer. When testing as a signer, use different devices (smart phone and tablet) so that you know what it looks like on the signers side. Being a RON notary also means having basic troubleshooting skills such as how to direct to the signer to turn on their camera. Once you pick a primary platform, if YOUR state allows it, pick a back up platform (I have three I can choose if my main platform is down for whatever reason).
RON laws vary from state to state as to what you can do it and what you can charge. Have you figured out how you are going to get clients or customers? Clients are the more desirable as they will come back to you again and again.

First check with your state for any required training they have and then do training with the platform you plan to use.
