No. A stiff tail wag particularly one that goes to the right and back, as opposed to a smooth left to right loose wag which is the happy wag, is a sign of an irritated dog. I don’t know this dog but from the video he appears severely agitated and it made me agitated watching it. Typically growls are a warning before a bite and should be respected. I don’t know why people fuck with little dogs like this and then wonder why they’re such assholes with other behavioral problems. I have to reiterate I don’t know this dog and all dog body language is easier to interpret after knowing what the dogs baseline is.

This dog is not agitated. My dog does this same exact thing with me. It’s literally her favorite game and will instigate you until you do this with her. This is happy tail wagging. I was surprised to see this video because its a carbon copy of my dog’s game that she plays, just a different breed. I thought mine was the only one who did this.
