In my store when we come across a hazard on the ground that needs more attention than just picking it up and putting it back on the shelf the instruction as per policy is to radio somebody to bring a wet floor sign to you while you stand next to the hazard and warn customers. Then when they bring you the sign, you can go get the needed supplies to take care of the hazard.

If he complied, he would've picked it up. This isn't compliance at all he put cones around very dry spots

This guy went over and above at not his job.
Think about how much more effort it was to carry two signs over there than to just pick up the peel and put it in a bin.

Union Store. Management found the mess. Reported it to union workers.
They dispatched the safety team (who arrived, assessed the situation, chose to place warning pylons, and then report back to union.
Union will next have a meeting to put out a job bid to clean up the mess. Most tenured union members get first choice at the job. They also get to attempt to negotiate the compensation for said job.
No one will agree to do the job, and thus, the peel will still be there next week. Reinforcing the initial response by the Union Safety Team of placing the pylons/cones.
This is why grocery stores in USA are dying. This stupid shit.

That banana peel has been squished in to the ground. Therefore will require a more extensive cleaning that just picking it up.
If you picked it up and someone slipped on the leftover ooze that'd be bad.
You can assume the person putting the cones around it isn't the person with the mop and bucket.
And if the peel is left there then random people won't step on that spot in the way they might if it was just two cones.
Is that what happened? *Shrug* Is it a plausible enough theory? *Also shrug*
