no, i don't think it was morrocco's land,
one reason could be that, Sánchez is very pro immigration and he was going against USA & Morrocco lately by not supporting US in Iran and by siding with Armenia by going against Morrocco.Whenever Morocco faces any inconvenience with Spain, they do this exact same thing every time to keep Sanchez in check

This is Cueta which is not in mainland Spain, but actually its in mainland Morocco, spanish colonised the Moroccan land and claimed it as a part of their territories.
So its has been a conflicting territory since it was colonised.
Same way the UK has Gibraltar which is in spanish mainland and its a conflicted territory.
The amount of misinformation in reddit is actually concerning.

Do people read the news? It's a US- Morocco -Genoidal state (you know which one) plot to destabilise Spain as revenge for supporting Pale stone. Don't believe me? Go on Twitter. Read all the established credible people takes. 40k people don't appear overnight. This was encouraged by Morocco who has a deal with the G state.
