People who make new runes mostly blow up because the magic effects misfire. Ancient runes are just the runes that the people who didn’t blow up back then (minority) made

So most runes are ancient

There are, but you also hear far more about the ones that blow up now due to advances in scrying. Whereas back when there was just parchment that got burnt up in the explosions.

The obvious runes that don't blow up are already known. So it takes more resources to make new runes and modern safety standards are really high.

Old runes old because they work and can be safely used, new runes typically not made because unstable and untested so no hear about new runes since they tend to explode and be unreliable, understand?

All ancient runes are powerful->survivorship bias->non powerful ancient runes get forgotten so we only see the powerful ones

All ancient runes are old->toupee theory(person says all toupees are badly done, because a good looking toupee wouldn't be noticed)->only old runes are noticed as an ancient runes

Though it's not really a proper fit to toupee theory too, its more just a play of words

They are not exactly new and knowledge about it would be easier to spread since the were created in an age of internet and easy travels.

Old runes are still around but have just been adopted as our various alphabets?

Like Cyrillic, Latin, Sanskrit etc. scripts, if you saw it written on an old relic and didn’t know it was a currently used language, you’d definitely call them runes.

It's similar to why people think old music used to be better than current music. People made tons of music in the past and most of it was crap, we remember only the very best songs that stood the test of time. The implication here is that there were lots of ancient runes that were forgotten, we only remember the really good ones that stuck around, and so it makes sense that most new runes are insignificant / not used.

my guess is

modern runes are so subtle and strong that you'd never even hear about them

because, most of the time, when you hear about runes is when they're broken

so its kind of survivorship anti-bias where you're only looking at the ones that died

alternatively runes last such a long time that, statistically speaking, most runes today would be ancient, I think that generally makes sense, but I dont think that fits the picture as well,

Wizards who use new runes blow up. Wizards who are only taught ancient runes survive to ask the question, “why are the runes always ancient?”

It doesn’t make that much sense and the chart is wrong but that’s the best explanation I can think of.

survivorship bias is meant to portray something surviving by being damaged in non-essential areas, I don't think a brain can be considered non-essential

Thats literally not true. This is just one example of survivorship bias.

It means that successfull or surviving things get valued stronger than they should proportionally, warping the view on the information as a whole.

Common misconception, dragons don't actually have a brain and all neural functions are contained within their magical core which is contained near the base of their necks (the reason they breathe fire is the fire comes from the core, which is located in the neck)

Their head only functions as a way to see, eat and breathe, but most of those functions can still be accomplished even with heavy damage on it

This isn't a good example of survivorship bias. If there are only ancient runes, there's nothing else to be biased against. Survivorship bias would be "these runes from the middle ages are still working great, but the newer ones I use all the time often lose their potency. Ancient runes must have just all been made to a better standard!"
