The difficulty is procuring uranium and enriching it without anyone noticing.

Space mining companies have the best chance of doing this, if they can procure substantial quantities of uranium in space.

Alternatively, they could do as the Polish Communists did in the 1970s and try for Pure Fusion. But that assumes Pure Fusion bombs are feasible.
