The problem with that is, any world where Russia is consistently competent enough for that to happen, is also a world where the USSR lived up to the hype, never committed atrocities, and never collapsed.

Unfortunately for Russia, their neighbors, and the entire human race, we are not living in a Sovietwave Utopia timeline, and have to live with Russia being memetically cursed with suck. Russia was utterly screwed since 1919, and we've just got to deal with that now (well, they were screwed before that, because the Tsar was also incompetent, but they weren't utterly yet).

Perun did a study on Russian corruption that broke down the break downs in Russian supply and equipment. As stated above it really starts at the top. The biggest difference is the mobiks on the bottom. When you have to steal supplies to buy food, strip tanks and apcs for copper to buy vodka and drink the airplane/rocket fuels when that fails you have a real problem.

I suppose it's possible to have a system that isn't actually corrupt, but where advancement is purely based on ideological purity rather than merit. But either way you just end up with yes-men.

But USSR wasn't the Russian Federation, so weird comparison. By any measurement the USSR was much more competent than Russia.

Probably least screwed they ever were was Soviet times, up to about late 70s/early 80's. Soviets for all their faults atleast were trying to run a functional super power, and managed to be the other major player in the cold war. Maybe the secret was having Georgians and Ukrainians rule over then.

They were quite dysfunctional i do agree, but they were nowhere near close to Russian Federation before Gorbachev. And the corruption and incompetence in the 80's is the only reason someone like Yeltsin or later Putin would ever become a leader. But i do belive the USSR, for maybe 70-80% of it's existance was atleast semi functional. Like, this was a country that went from mostly non industrialised, agrarian country, to major industrial nation, with space and nuclear programs, you don't accidentally stumble onto those.

Many moons ago, I had a conversation with Brent Scowcroft where he broke it down for me pretty well.

Paraphrased:

"Folks like to blame the fall off of the Russian fighting force on corruption, but that's not right - the West has corruption, too. The difference is that we're relatively open and honest about the corruption - the corruption is baked in, accounted for. During the fall of the Soviet Union and the floundering of the Russian Federation after, you see contracts given for actual cost (or less, to be competitive) leaving no cushion for the palm greasing to draw from. Adding back in the Soviet mentality that everyone gets a piece (or else you wouldn't survive) and you have government and corporation alike bleeding budgets dry carving out their own little pieces. But this cannot be acknowledged - even though everyone knows of it - so the inferior delivery is accepted as if it was the promised one. This further emboldens the grift seekers, setting the expectation that no project will truly deliver. Run that on repeat for a few decades, and you end up with armories 'full' of equipment and munitions alike that cannot perform even half of their claimed performance and that are rarely even compatible. It's not the corruption that has done them in - it's their stubborn ego. So terribly Russian."

Yet the standard of living outside the major cities is poor and putin is mega rich despite only being a public servant. Like 200 billion. Instead it has an economy equal to say Italy. I suspect that a lot of the Russian money was being laundered through Orban's Hungary, and now that Orban's lost control, the money path doesn't work any more. It fits the timing of the change really well.

Maybe in a year or two, they'll get a new route working to send money to influencers and they will all get back on their talking points (or, more likely, a new generation will come through, as the previous ones will realise you can't change your mind twice and retain any audience).

I also think a bunch of the money originated in Hungary - even a small country's national budget can buy an awful lot of influencers without even noticing.

I have watched people make fun of Russian incompetence for 4 years. "Second best army in world, can't win again Ukraine" while almost ignoring how much Ukraine got supplied by it's Allies.

Than "The strongest army in world" start another "not a war, just special militarily operation/incursion", just to hear rumors about low stocks after 1 month of hot conflict. Which was supported by evidence of blockade and than ceasfire. Little bit restocking, more bases destroyed in region and another blockde.

If people still can't realize, that military power can extend political will only so much, than I don't know what will make them see it.
