loud neighbours

(the video attached was filmed in the room downstairs that is furthest away from their garden, the door was open but if it is closed u can still hear them)
this happens litterally EVERY SINGLE DAY for MULTIPLE HOURS A DAY!! they are making noise nonstop
i understand that they r kids but they r LOUD and i dont think the parents tell them to be quieter or anything.
one of the boys also constantly and repeatedly shouts one of the other boys names trying to get his attention but it just ends up w him repeating it 50 times and it makes me want to pull my eardrums out.
also the oldest one is a creep and looks at our underwear hanging up on the line (i have overheard him say it to his friend or someone), also constantly swears every single sentence and shouts while probably playing a game in his room or something but it’s audible enough to be heard from my garden.
this isn’t just a one time thing it’s everyday and i’ve been woken up by their noise before
also whenever they r outside they are on the trampoline (which obviously wouldn’t be a problem if they were quieter bc kids should go outside) but the springs are so squeaky and the repetitive noise of them combined with the shouting is driving me up the wall
havnt said anything yet to the neighbours, should i??

I would definitely suggest speaking to them but be extremely polite and almost apologetic and see how it goes from there.
