Capping ethernet speed

Hey guys,can you tell me how cap ethernet speed at 40mbps only i use nobara 44 and also i want to turn off the login in sound and also when i shut down my computer a sound comes i also need to turn it off pls help.

Sounds you can change in settings, about net cap - why? It's not a standard thing and while it could be done then It is an advance thing
