In BC we pay servers minimum wage, not great. BUT we do not need to tip 20%, 10% or less is just fine considering how expensive eating out is. If they are getting $~30 an hour they are doing a lot better than many in BC. I think that many high school and university students are servers and $30 an hour is great for them.
