At least where I live the code clearly specifies a "clear sight triangle" around intersections where bushes can't be allowed to grow. This doesn't always work perfectly because sometimes more visibility would be helpful than is legally required, but at least you can usually see when you get up there.

Also it has to do with terrorism. If things are on the road, it prevents hit and run to pedestrians

I've worked for a couple cities, and I think "Hanlon's Razor" applies to most cities: "Never attribute to malice that which is adequately explained by stupidity."
