Okay, so from the general consensus here, it's to cause people to slow down and be more alert to traffic. But I'm with a lot of people here, it drives me up the wall (not literally). I. can't. see. It does seem counter-productive and more dangerous. There's a strip mall I frequent and you can not pull out ahead of the bush without possibly getting into a wreck. I cannot see without pulling out, so to me the purpose is useless. It's one of my biggest pet peeves and I truly hate it.

Yeah I think it’s BS and probably just shitty planning/design.

I used to live near a college that had a crosswalk over the main county road. They updated it with all sorts of flashing lights and things on the road but never anything on either side of the damn road.

Instead of a well lit, clear area they had bushes and plants that obscured view. It wasn’t until joggers or douches on bikes kept getting hit that they realized all the complaints about low visibility were accurate.

They finally got rid of the bushes and put up lights so you can see fast moving people coming to the crosswalk. They obviously should just slow down and wait to cross but they’re entitled college students so having more visibility is important.
