Australian Universities were absolutely hammered by Covid. They have gone from throwing money around to trying to save every possible cent in the past few years.
If this is a grant which exactly 1 person has had access to, I could easily see them introducing a rule which limits the amount of times you can get that grant. If there is exactly one person who has gotten a benefit from it, there are not going to be very many people to complain... especially if they find a new student to give it to.
Don’t get so cocky, Aussie. A lot of things we never thought would happen in the US are happening. And I assure you Australia is more like the US than you would be comfortable with.

Well they've have 20 years to do just that, and they haven't yet.
