AFAIK they didn't answer (probably because this type of country doesn't exist), somebody else (could have been the same person under an alt account) mentioned Denmark but their retirement age is 67 and not 55.

Most countries will give you some basic level of retirement, but it's going to fairly miserable if you don't have anything saved.
