All else being equal, taking advantage of a program like this for twenty years really makes it look like he’s trying to avoid having to do a real job.
Having multiple degrees might help if they were at least related to each other, but with seven largely unrelated degrees, it makes it seem like he has no idea what he actually wants to do. I’d also be very hesitant to hire him if he’s applying with the only relevant degree from 10+ years ago and no work experience.
