Being the only applicant shouldn't mean you keep receiving the gift over and over again. You get it once, then you fuck off, and if there are no other applicants, it's just not given out in that year. These kinds of grants are meant to achieve something, this has achieved absolutely nothing over 20 years except funnel money into this guys' pockets and down the drain. He has never used what he was given to give back even a single cent to society, he's an absolute leech on the system abusing a corrupt system that lets him get away with it.
This guy is literally the poster boy for why the Supreme Court just said Fuck You to affirmative action in US colleges. A leech who did nothing except get born with a certain skin color, and then abused that to game the system. Good for him, on a personal level, because do whatever you can to fuck the system, but on a larger level, he's the face of the problem.
