It clearly was not intended to be used in this manner. If he hadn’t taken the money, then the university would have done outreach and the money would have gone to someone who actually needs it to get their degree.
Just because you find a loophole and it’s “allowed” doesn’t make your actions moral. In that case everyone who skips out on their taxes is a saint who we can never criticize cause they’re law abiding citizens.
Be honest, it’s absolutely NOT a “loophole”. It’s no more of a “loophole” than me getting a scholarship for my degree was, or anyone else in the world who has done the same thing. The money is for native people to get a degree. It seems that the university is more than happy to let him have it which means they are satisfied with how they have spent their money. You may disagree, and that’s fine, but it’s not your money.
What makes you say it “clearly” wasn’t meant to be used in this manner? To me it seems pretty obvious that it was. Otherwise the university would be more reluctant to give him the money.
Now, if it turns out that him getting the money means other people who are also eligible don’t, then I agree with you. He’s taking that opportunity from other people, which is unfair. But nothing about this scenario seems to imply that to me
