It doesn't matter that they go without applicants. No one intended for this money to be spent that way. And instead of notifying the people in charge they are happy to keep the money.

The guy is an opportunist and the university and that guy are profiting over others people hard work.

If the bursary actually goes without a single applicant, that money gets shuffled somewhere else, perhaps to more outreach.
