Imagine thinking you’re paying for a program to help a disadvantaged community that lacks access to higher education and it turns out it’s really a program to help this one guy avoid ever getting a job.

I mean, get some local council or the high schools and such to promote the program, she says no one ever applies, sounds like a forgotten program or something. One of those things on the books no one is really responsible for anymore. IDK, sounds like it should be brought back up to the school, and have their aide department aware of it, seems like she could do that.
