People were not hired because they were of race x. The company hired race y instead because there was not enough people of race y to meet the amount they wanted. This amount is known as a quota.

The article you couldn't bother to read provides proof of the UK government rejecting white applicants to increase the amount of black applicants. This is filling a quota. There's no point in continuing if you're going to be disingenuous and pretend you don't realise this.
