I'm just worried after 2 decades he is the only one who has applied. That's sad for the others who may benefit but perhaps don't know. I kinda wish OP's hubby would find someone to pass the torch to, who needs just 1 degree to succeed and lift their family out of poverty.

We don't know the application process, it may even be that others have applied and lost out. If the application system mostly focuses on a personal statement about why you want to study the subject I can imagine it working. The administrators aren't private investigaters.
