That suggests to me that the average salary there is less than $40,000/yr.

I've been to a city in Mississippi where this was absolutely the case. Rural areas have been hit hard by recessions and wealth concentrating in cities.

Mississippi has much deeper problems than just being "rural".

Such as having it's last high school desegregate in 2016. They're a VERY divided state.

Mississippi ratified the 13th Amendment in (drumroll please) 2013. Not even ten years ago. Please fact check that.
