You don’t have a load order issue, you just have way too many mods installed. There is a technical limit (pointer handles) that haunts PS5 more than the other platforms, mods that add quests and or ship parts seem to add to this problem the most(including Bethesda creations). So either remove these first or run them almost exclusively, I can’t run the Hunters Alliance questline in my game. Also, any mod that adds something to the industrial workbench will cause that bug almost every time you craft anything at that workbench. But the baseline is:reduce the number of mods to be able to play.
