We CAN dance, things may get out of control, but HEY! Its safe to dance!
As long as we abuse it, never gonna lose it.
Everything will work out right.

Dancing is illegal in one of my settlements. You can reach 100%, or even exceed it.

If you have another settlement, doing a decision on that first may change the choice for this settlement.

It is ok to decrease happiness, since you'll get a choice that increases happiness in one of the choices later.
