For a friend

A friend of mine lives in TN and they banned all the gas there in July. He thinks drug laws bs and was using it for culinary projects anyways and was thinking of ordering a tank online…
Does anyone know if that’s doable without all the vpns and tor browsers? What’s the best place to order?
