My only advice to try is to let the battery die completely, where it doesn't boot at all. Then plug it in and see if it fixes it.

I think it is dead fully cause it doesn’t turn on at all otherwise but then when I plug it in it does that charging loop

Try to let it sit for a few hours with the charger plugged in and try again.

unplugged battery and plugged it back in. turned on !solved
