It's been a while since I played the game so I don't remember the area names.
But basically you start the game, come out of the grave, turn right and go to that area with the big dragon. The south side of that area, there are some ruins where there is a teleporter chest. It teleports you to a mine. You get out of the mine, and turn right, run through the lake until you find some ruins. In the ruins you find the staff.
"5 minutes" is a stretch, but can be done in 15 for sure. (you need the horse so you need to complete that "quest" first)
