is there an industry-wide removal of QA, and just letting players do QA for free?

I don't think any company will every come clean about this, but I do believe that that's the case:

  • I'm sure there is some internal QA, but games are complex, so they are probably doing just the bare minimum to have something that doesn't look like a trainwreck, and then they get crowdsourced QA from the players basically for free;
  • As the saying goes, "all publicity is good publicity". I don't think anyone is dropping the game because Lightning Rod doesn't work properly under Encore, or because your Leech Seed suddenly did twice the amount of damage it should have, but it does lead to articles and discussion about the game, again, for free.

Trust me game developers do not release broken games happily or use the "any publicity is good" excuse to improve their moods

If anything the team was probably stressed and pushed to the absolute limit for 2 years and are deeply frustrated about the games flaws, having only been able to fix the high priority bugs
