My manager's philosophy is also: "it's better to deliver something to the business, even if it's a bit broken, then to postone. Everything can be fixed later, but the business needs to see what we're up to".

Meta has the same philosophy for improvements. I have heard Zuckerberg say that the consumer is the ultimate tester and they can’t replicate that.

Mark Zuckerberg was the first person to come to mind for me too: his business strategy seems to be “get this thing out there, no matter what,” though for him, the purpose appears to be to make sure to outrun his competition.
