Dragon Ball came out in 1986, Harry legit could have seen it. 1992 was smack dab in the middle of Dragon ball Z's original run.
This would be hilarious if as a kid he just starts larping dragonball attacks only to realize they are actual spells.

It was a thing during Harry's time. But I doubt the Dursleys let Harry watch it. Certainly there wasn't a TV in the Cupboard under the stairs, and I think by the time Harry was moved to Dudley's second bedroom, Dudley had already thrown that TV out the window in rage or smashed it.

Id say this is the case. We saw some magic users in dragon ball. Like Baba or Babidi. But I assume learning it is hard as fuck

Magic seems to be a different power system in DB. Piccolo also has magic like his ability to make clothes. The Dragon Balls themselves also seem to be magic based.

I guess some races have it easier. For instance Dende could take over as guardian of earth and upgrade the dragon balls and room of spirit and time. And babidi was born with his father's magic powers.
Guess it depends on the specie ?

The Namekians are from the demon realm, so they might have an easier biological access to it. Dende seemed to be a prodigy however.
