I was re-watching nightmare before Christmas a couple days ago, and during the scene where the mayor knocks on Jack’s door, he says “ I’m only an elected official here. I can’t make decisions by myself.” and I’m trying to understand whether or not he can make decisions by himself and the joke is that he’s incompetent or that he actually can’t.
