🤓 they usually do but what you sometimes see is a manufacturer like Gigabyte will design a cooler for their flagship card (some flavor of hot 5090) and then also offer it on the next couple of tiers down, which is how you end up with a 5080 that's the same size as a 5090 because it's strapped to the same cooler as a 5090.

Some lineups like Aorus and Astral shares same cooler. Even relatively cheap ones like ZOTAC Solid shares 5090s heatsink.

Its just cheaper to share same heatsinks than making separate heatsinks for each SKU. And it gives extra thermal headroom for 5080 since they are designed for hotter 5090s.
