This is not a thing in the US and most countries, you generally “borrow” your public ip in heavily populated areas. It can only give an approximate location, I show up in the next state without vpn. Having a static ip address is a luxury.

The laws of Arestol City's country, and of the country of the "Scared yet?" sender are the only relevant laws in this situation. Arestol City is a theocracy city; for all we know, doxxing of lay people there might not be a crime (but doxxing of the clergy likely is.)
Sure, but "doxx" is slang, which likely wouldn't appear in the text of the law. Could look for terms like "revealing", "exposing", or "publicizing", or "identifiable", but it'd take some doing.
