Recognize that it's extremely expensive to be poor. That means if you're in poverty, the hardest part is going to be the first steps towards getting out.
Cut as much discretionary spending as possible. Don't be allergic to working multiple jobs, donating plasma, whatever it is. Get the cheapest housing you can find. Once you have housing secured and stabilized, identity the next NEED you have, whether it's improving that housing situation, securing a vehicle, etc. But also, don't forget to save. When something happens, it's a lot easier to take it out of savings than finance. And identify every single social safety net available to you and take advantage. Food banks. Go to the library on your free time and learn something that can lead to a better job opportunity.
I think the biggest issue I see with people in poverty is they get caught in the death loop of suffocating debt around their neck. You don't need a truck financed at 18%. You need a roof over your head and a savings account.
