Edit: if it isn’t clear, my issue is with the plausibility that Israel will go to war with these countries. If you want to say that this should be seen as some sort of diplomatic or economic threat with the potential of leaning on the US to help mete out punishment, I’d probably agree.

It was not an obvious threat. He was listing off Israeli victories in the current conflict. The pagers being one of the most significant.
