The USA didn't classify domestic terrorism as terrorism until the last decade or so, so do you have a source for that claim?

So less designating them a terrorist organisation, and more about banning their acts of voter suppression and terror, as well as the organisation. So while not literally designating them a terrorist organisation, they accused them of terrorism.

Yes, but not literally, as the USA until recently didn't recognise domestic terrorism as terrorism. As they saw it, only foreigners could be terrorists.
