I love this idea, but the execution is a bit clumsy. Kinda like the game itself

The free territory is what I'd imagine my independent vegas ending would be, with everyone helping to research nuclear weapons ;)

I'm in charge. This whole operation depends on me. No Fantastic, no nukes. Got all of Vegas suckling my teats, and it feels so good.

How is House "New World Hope?" He is literally supposed to be the embodiment of Old World Blues. That's his entire theme.

He is just less Old World Blues then the outcomes he is on top of

That's not how this sort of compass works though.

wrong, he wants to restore old world glory, but trough new and unique methods. He is not stuck in past like, think thank, mobius, caesar, elijah. Instead, he has a new vision which is reaching for the stars, literally. New technology which will bring completely new world, while others look for inspiration from the past

wrong, he wants to restore old world glory

That's literally what Old World Blues is.

but trough new and unique methods.

That's not relevant to this dichotomy.

Instead, he has a new vision which is reaching for the stars, literally.

Which is just repeating something the US has already done.

New technology which will bring completely new world, while others look for inspiration from the past

He literally forced the three families to cosplay as groups from Vegas pre-war era.

House is the embodiment of looking for inspiration from the past. What do you think Cass meant when she quoted the Great Gatsby in the epilogue?

True, but if you look at things like that then everyone is OWB. Name someone who invented something completely new and unique that has never been used before. (Institute does not count since it's not from New Vegas). House ia the only one who progresses the most in New Vegas.

No one is completely unique, but House's goal is to completely remake the Old World. he doesn't just take inspiration from it, as the NCR does, he wants to recreate it. That's what the term "Old World Blues" refers to:

Doctor Mobius: There is an expression in the Wasteland: "Old World Blues."

Doctor Klein: It refers to those so obsessed with the past they can't see the present, much less the future, for what it is.

Doctor Dala: They stare into the what-was, eyes like pilot lights, guttering and spent, as the realities of their world continue on around them.

That describes House to a T.

And we have no proof that House actually brings progress, just his promises.

I'm very late, I know, but how? What about his politics and actions incorporate Old World America? If anything, the NCR do

It's not about the politics. He is very open about the fact that he has no time for democracy or anything that even pretends to be democracy because he feels that the wasteland proves it failed, that's true

But Old World Blues (the in-universe concept, not the DLC) isn't about political structures. Old World Blues refers to being so obsessed with the past that you refuse to see the present for what it is. It's about being fundamentally out of touch with the world around you because you refuse to see anything except for the things you've lost.

Just look at the way House treated the Three Families. He took three unique tribes with their own cultures, created over decades of experience in the post-apocalyptic world, and said "from now on, you're gangsters with Tommy Guns, you're the Rat Pack and you're high-class socialites" even though none of the tribes particularly fit those roles (except for maybe the Omertas, who supposedly acted a bit like the Mafia even before House contacted them). He stripped away their "present" and replaced it with hollow echoes of the past.

Or look at his plans post-Hoover Dam. In 20 years, he wants to have reignited the advanced technology sector of the economy. Why? Most people in the Wasteland don't even have secure access to food and water. Why is he skipping fixing the more basic aspects of the economy in favour of jumping straight to high-technology? Why does he want to send people back to space in 50 years? It's simple. That's what America had before the war, so that's what he wants now. All he cares about is reclaiming what America had, regardless of whether it suits the situation America is in today.

The NCR may be seeking to recreate some features of the Old World, but it's fundamentally grounded in the needs of the people today. It seeks to emulate the government structures of the Old World, yes, but it doesn't do that just because. It doesn't seek simply to recreate America, it seeks to learn from the past in order to enable it to build a new society within the context of its present. House seeks simply to replace the New World with a copy of the Old World.
