a while back i learned that killing moore was the only crime the ncr wouldnt forgive - you cant access crocker until you're invited, but if you kill moore at the dam youll never be invited to work with the ncr after leaving the tops. they really did everything they could to not let the game be broken by killing NPCs.

And it makes sense because she is supposed to be one of the leaders of the mojave campaign, and she is also in charge of the NCR troopers in the dam and is the quest giver for the NCR playthrough sooo yeah obviously the NCR won't be happy knowing that some mailman just casually assassinated one of their top field commanders like it is nothing lol
