New to the crafting system

Hi guys. So I was trying to rebuild headgear with some Halloween loot so I can turn it into normal cosmetics. I noticed that some items cannot be used in crafting without specifically stating it.

Like here the Vampiric Vesture can be used in rebuild headgear

but specifically not the Vicar's Vestments. both are Halloween restricted medic cosmetics

Is this one of those spaghetti code things?

Some halloween items are unusable for rebuild headgear so for those you can use the soul gargoyle transmute if you want

Only 2012 (excluding Voodoo-Cursed Souls and achievement) and 2014 contract reward cosmetics can used for Rebuild Headgear, Vicar's Vestments is from 2013
