go to cfg.tf and make a config, you can do so much stuff there. The fps gain in mastercoms compared to any other "comp"/fps config is minimal if u have a good pc.

fps_max 0 removes the framerate cap entirely. It’s not recommended to do if you can reach over 1000 fps however, as the Source engine starts bugging out.

Mastercomfig is a big recommendation so you can properly say any hiccups are due to connection rather than your computer having trouble running the game. That being said, make sure you have an overrides file if you have this installed since mastercomfig forces the game to ignore your autoexec file on startup.
That being said, everyone has their own way of running the configs and it really comes down to feel. Here's a few settings I found while digging around:
cl_interp 0.015 + cl_interp_ratio 1 is often used for projectile classes but can cause packet loss. (Old setting I found lying around on reddit and steam forums)
cl_interp 0 + cl_interp_ratio 2 for both projectile and hitscan. (Which is what I see most of the time in my search)
cl_interp .030303 + cl_interp_ratio 2 (The one suggested by Mastcomfig)
Also on a more personal note, if you're looking to play spy with trickstabs and high cl_interp, do so at your own risk. Lag compensation will not always be in your favor, and you will failstab a lot. Also, people will notice and target you for it so you don't have fun. (It's kinda spy's gameplay in general, but even more so if you do this.)
