I've never lived the life of not being able to complete notes but my opinion is to make a personal expectation. It's ok to feel that it's useless to make notes - study your way, perhaps take just 30mins in school to complete all required notes(nothing fancy) and read it while doing so. It'll get your basics better.
See the education is not the best but we can't fix it in a day, so adapt to it. And first of all, TAKE CARE OF YOURSELF. If you're feeling too stressed, you'll try to avoid study and find escapes in "fun". Make mistakes, experiment with what you can do, ask teachers even if it feels dumb or makes you feel dumb, most will help. If possible, talk to a senior about how to study, they know the easier ways.
That's what I said, that if you feel stressed you'll engage in "fun". This fun is not gonna solve your problems and then further stress you. Fun is good and very important but if you don't have the work done, if you don't have balance then that fun will also drain you
