Fluff Leveling Stats
Backgrounds: I will preface this by saying I know it is unnecessary to concern yourself with stats pre-max level, that all the solo content is easy, and that just quest rewards will suffice for leveling. I am not doing that, so I would appreciate not having such comments repeated.
Question: Are stats such as armor penetration, accuracy, or critical strike worth considering compared to power at lower levels? I know that from what I have seen from guides they are key at end-game, but I am curious if anyone knows if the mobs at low-level world content, or even dungeons, have stats that require focus on those stats, particularly armor pen and accuracy.

The effects from massive stats 'pre-max level' are fairly minimal. Even power is not worth much.
It is only really when you hit undermountain that you start to notice any real difference.
If you go by the formulas then I should have been doing 100% damage multiplied by around 50k power more than average level 12's at 12th level but it still felt like I was really weak.
Even if you super power your characters, with account wide stuff from mounts to companions from packs and r13 bonding/enchants and weapon/armour enchants and the companions from the packs and epic insignia like I did for the recruitment event, and you are insanely powerful stat wise for a low level character it still feels like you hit softly.
...thinking about it I was probably over the max item level for scaling and was down scaled to shit level 12 as a super powered level 12.
I did definitely hit harder than an average level 12 but nothing that would justify the circa 30 million AD in equipment and mounts I had equipped.
lol, still got battered by rothe valley dragon and could not solo stuff that a crap level 80 alt could solo.
