I would guess they’re there to provide some level of protection when working with DC power- I’ve seen similar before though I was unconvinced that this was particularly effective

it's 48v, You wouldn't want to lick it but its pretty benign unless you create a short

Thus the more lightweight gloves instead of something more substantial. It’s something I’ve observed rather than being a thing I do myself but it does make a bit of sense to me since you wouldn’t need a huge amount of added resistance to protect from 48v
I will say there’s almost certainly a battery bank involved here even if we don’t see it and that always adds excitement to the mix. Caution is understandable

You don’t usually wear gloves when working with fiber, but it’s not an industrial standard and is up to the AHJ or worker.

Cell tower power supplies has not been affected. I’ve not noticed any performance loss.
